The description of the product seems to me inaccurate!
This product works, but only for the signals encoded in NTSC and PAL, under Windows 7
Only hic, at the output of the SECAM VCR, an analog color signal encoded in SECAM is returned in black and white, on the PC, it seems that it could come from the driver supplied with this Capture adapter, the question remains asked, who can answer!
