It is heated, but works, the voltmeter breaks within reasonable, at 0,15 volts. Shows the voltage at its input, the errors of the voltmeter are caused by the voltage drop in the wire at the load. There's no point in throwing your brains for a bottle of beer and a bunch. Bought for sunslick 14W solar panel, with idle voltage 21 volts and load current 0.9a at 15.5 v.
