Everything, of course, is well described. I ordered these fans, they came in used and with cropped wires. Judging by the reviews, this is not the only case. I do not recommend.
Opened the dispute, the money was returned immediately. There are no complaints in this matter.

Fan is used. 4-wire fan badly soldered to use as 2-wire. Soldering DOA. Fan inoperable. AliExpress doesn't give ANY consumer protection. Only got half refund for FULLY broken junk. This seller is a lying cnut ... *AVOID AT ALL COSTS*. AliExpress enables and supports thieves like this seller, so be ready to lose your money.

Fans are obviously used but cleaned and without mechanical damage. Don't love it. Work without additional PWM controllers from both 5 and 12 volts. The seller recommends despite the rustling on the account of novelty fans. The Moscow region reached in 13 days.
